    Use Perfect Photo Suite to enlarge photo in bitmap format, it is not perfect, but some time it's enough for some big format printing like giant banner, or other type of distance viewing print-out.

    There's no perfect software but closest one is PhotoZoom. You must take the best method for each case.
    • I use the 10% step scaling in Photoshop for photographs (Landscapes, portraits, ...)
    • Photozoom for lineal graphics and some detailed photographs
    • In the case of cartoons, sketched or text with a few colors i use Vector Magic to convert it to vector.

    I am using onOne Perfect Resize. The result is amazing. You can compare before and after and it is terrific.

    Just Photoshop with no add-ons and making a good job with the Finger or something like that... This worked for me.. Maybe you can try it, there are many add-ons as well like was told before me.

    Anyway it's almost imposible to get a 1080p quality from a 15x15 picture.

    it's all about distance between you and your artwork.
    lossless is not possible, it's tricky to asked a lossless algorithms
