    Plugin for creating stipple effect?

I am interested in any ideas bout how I can easily create a believable stipple (see image) including options for varying dot size, and density, etc., not just basic Photoshop pointillism filter.

Easy and believable? I don't think there is a way. The basic method I would try is something along these lines:

First you need to create the line drawing of the edges. There are many ways of doing this; Do a search for tutorials and pick your favourite. Keep this as the top layer with 'Darken' blending and lock it.

Then you need to separate out the sections you want dots in. Shouldn't take too long doing it manually.

Next, create a pattern of dots to use as a halftone screen. Keep in mind that they should follow the contours of the image. A displacement map or liquify may help, but there is likely a lot of manual work here too. Apply a blur to the dots so there is a wide range of tones throughout.

Finally apply the dots as a screen. The quickest way is to place them as a layer above the image using 'Screen' blending, merge down and then threshold.

I think the effect you are looking for is xylograph, engraving or guilloche.

Both are techniques used to prevent money counterfeiting.

Take a look on this sites i think they'll be usefull for you:

We should choose the parameters. It is quite possible to achieve the effect of portraits of presidents on U.S. money.

Creating a scatter brush with black dots will give you more control than a plugin:

...but it will take longer too.

I find scatter brush to be very much only for scattering symbols about. I can get pretty good results with halftones, but it doesn't look really like stipple.
