Any software that works with vectors should be fine for beginners, even the free ones. The once you start to get advanced, grab a copy of Illustrator.

    Illustrator

Adobe's products are the industry standard. You can choose whatever design program you like, but if you stick with what most companies are already using, then you'll have fewer issues with conversions and file sharing. Community support is also very good.

Illustrator is super powerful, and it handles scripting which is very nice for automating repetitive tasks. Do a search for Illustrator XML and/or Illustrator variable data tutorials, like this: http://design.tutsplus.com/tutorials/quick-tip-data-driven-graphics-using-illustrators-variables-panel--vector-5604

I don't know of any other software that makes jobs like this so easy.

Always illustrator! I know a lot of people find it intimidating when starting out (like anything i guess)—but it's the one.
