    1. Use Polygon Tool, make a 8 sides (stop sign) shape
    2. Use the Direct Selection Tool, edit the shape from stop sign shape to rectangular shape w/ sharp corners.
    3. Go to Effect > Warp > Fisheye, set: Blend=-100%, Horizontal=0, Vertical=0

If you need precise measures, draw circles and subtract them from the rectangles.

    more workarounds

Here are more ways to create inverse rounded corners. There is no specific tool for this, so these are work-arounds (like all of the above).

    1. Draw an ordinary rounded rectangle select one of the corner anchor points (i.e. the upper one) and use the Rotate tool to rotate it 90°.
The selelect the other (lower) one and rotate it by -90°

It's a bit of work - but it gets the job done and you can specify the radius of the corners this way.

    2. If you have InDesign - create the graphic there (Indesign has a command to create inverse rounded corners) and Copy/Paste to Illustrator.

I'm Also going to check out XtreamPath, it seems that this plug-in has a lot of features that many people are missing....
