    Roboto

    What about Roboto?

Was it not designed for small scale legibility, especially on screens?

You could not go wrong on Calibre. I also suggest bank gothic or scala sans? Scala has very readable sc.

Bank Gothic looks really good as small caps, and the condensed version is quite nice too. Otherwise Berthold Akzidenz Grotesk works all the time.

You'd think a sans serif would be better for legibility, especially after google and the like release their fonts that are 'optimised for small sizes'. Really they are optimised for screen. I was talking to Bruno Maag a while back and he is firmly of the opinion that serif typefaces trump sans for legibility in all instances. I agree.

I think Tiempos is a good modern serif with a large x-height that will help at smaller sizes.

Many free webfonts look good in small sizes. I think Arial/Helvetica/Arimo are the kings, but Source Sans, Open Sans, Noto Sans, Roboto, Lato, Merriweather, Fira Sans, & others, look good in small sizes; try them on Google Fonts.
