    Theoretically you could download some hexa file editor, load up an image and alter some hexadecimal values, it could also produce some glitches, but without pattern... but it's really just a guess.

    Pdf?

    I am curious to know what use case you have for creating a data glitch. Are you testing software? I fix PDF files quite often, but they don't render easily with corrupt data.

    simply edit the jpg file in a text editor,
    after a while you'll notice how some parts of the code influence certain visual values.

    You should look into Photoshop's Displace filter! I made this GIF using said filter...

    I'm just trying to emulate data glitch for purely aesthetic purposes.

    yea, I've actually tried that and got some really interesting effects but I'm looking for a tool with a little more control. Also messing with the txt file I got different filesizes, sometimes like 10x wider than my original image which I don't need.

    Messing with the JPG file is the funnest way IMO, but you're right, it might not be the most productive or really give you the look you're looking for. Anyone who's interesting in glitching JPG files (or any other file format) should read up on the specifications for the format so they know where the header ends.
