    Meta sans + serif

A font that is a classic still today, perfect to read in small size

Fontana ND by Ruben Fontana, the type itself gives 2pt extra in legibility

I would think finding a sans serif font would be the key to what you are looking for...

I'm partial to Prelude, which was created for the Palm webOS smartphones. It looks great in small text, such as 6-8 point, as it was meant to be used for mobile devices. The related font, Apres, was intended for printed materials such as owners manuals.

I wouldn't worry about the choice of face as long it's a quality print (offset lithography preferably).

Any face with a large x-height and generous tracking would do, recently i've fell in love with Founders Grotesk Text: https://klim.co.nz/retail-fonts/founders-grotesk-text/

I find that Commercial Type has some of the best scalable fonts. That or Adobe's pro fonts like Warnock with included "opticals" size variants. Yeah, go with Adobe - not to say that Druk XX Condensed wouldn't be super legible at all speeds.

din as mentioned above, frutiger works really well in this lane and there are a ton of weights which makes it really flexible. might be passé, but there is a reason it became that if true, because it is effective.

Mallory Micro Plus from Frere Jones Type is optimized for small sizes and there is also Freight Micro from Garage Fonts for super small sizes.

Anything with a nice big 'x' height. For small fine print the basics are always good, gotham etc...

Any ScreenSmart (SSm) fonts from H&Co, ReadingEdge (RE) from Font Bureau, or eText from Monotype are all good options for setting below 14px.
