    Before you save as PDF, you have to flatten the text. Into Indesign, Edit > Transparency Flattener Presets, then tick "Convert all text to outlines". Same thing into Illustrator.

    There's another solution if you could use FontLab 5 in basic way, just to import-export font files without affect multiple master, OT functions orPython scripts.
    It's kind of simple just you have to:
    1. Open and configure font
    2. Go to windows File > Font Info > Names and Copyright > Embedding
    3. Configure to: Everything is Allowed
    4. Export as TTF or OT

    It'a a quick tip if you are acquainted with FonLab use.
    I i need to remark that it just work single weights cis it's much more complicated if the file contend MM or OT.

    Otherwise the Swit solution is easier.
