For general printing you have many options such as Black Imaging Photoprint, WinGP (Gutenprint), Ghostscript, QuadtRip (QTR), and many others.
However, it is a different story for printing film positives or DTG printing.
i'm currently using epson 7700 n used it for printing film positives

The best rip for Epson 9800 PRO is EFI!
I use it for proofing print!

try using Wasatch Softrip, they have this feature of using hybrid screens and also a feature where you can us coarse FM screens for your yellow screen to avoid moire.

you could also try Harlequin RIP
