    Photoshop > Save as Jpeg.

Why photoshop? Because you will have greater control over the quality of JPEG. Try the Save for Web devices option, it will give you some really nice features.

    PDF Processor II

My Acrobat 9 Pro generate jpegs with inappropriate quality. Fonts and other vector data are displayed without smoothing at any resolution. Photoshop make better jpeg, because you can use anti-aliasing method for your vectors.
I`m generate jpeg`s from multipage pdf files with a script named "PDF Processor II".

PS will provide the most control/options when doing the save as... use it, learn it, love it.

Why do any save jpgs from pdf?

Try always get the original files.
If you press Ctrl+D (windows) in acrobat pro you can see which program produced that pdf.
...if not distilled. Distilled files must have professional origins.
