    Photoshop or Indesign, place the JPEG into InDesign and export to PDF.

    Hello!
    I think there are options.
    Adobe Acrobat is good and has automation process.
    Photoshop is also good, more configurable.
    If you are familiarized with both programs you can choose.

    you can save as file jpg in acrobat it self

    In Acrobat Pro you have the option to export->image
    And you can choose jpeg or even tiff or png.
    For jpeg when it prompts to enter a name, you click settings and you have
    rgb or cmyk and
    resolution in pixels per inch (72 to 2400).

    On a Mac, you can simply open a PDF in Preview.app and export to various formats. Acrobat not required :)

    you could use "Save As.." in Adobe Acrobat [Format] drop-down menu there's JPEG and JPEG200 format.

    Press Print Workflow

    Always use photoshop, much better control over the results.
