I am not shore that understand your question (and in which software you work), but best way is to make new spot color (Silver) and make it overprint.

    Hi,
    with a tiff :

    1. to make silver layer, I know that a plugin photoshop exists : MFX
    2. to make a black overprint in tiff image, it's not possible. But you can make a mask of black layer in tiff image and just this layer. And with Indesign, you superimpose your 2 images, and on the image with just black layer you choose the option : overprint object in indesign.

    I hope i help you
    good luck
