Acrobat is currently the best for pro use.

PrimoPDF or Foxit are fine for home use or when quality is not as important, because they tend to cause problems depending on which program you make the PDF from... So you will have to double-check that the PDF looks correct.
For example, Foxit and Primo sometimes make problems when making PDFs from Word, but Word makes fine PDFs using the built-in PDF creation.

I find that 99.999% of the time Preview on Mac works just fine for PDF generation.

I used to get problems of converting pdf. The pdf files have been converted from one software (such as Nitro, Foxit...) had problems of reading from the others. So, my option is using its own editors (such as Office, Illustrator, Photoshop, Indesign...) to create and using Adobe reader to read.
Adobe reader is also the first choice of mine for printing. It gives a best result.

I like InDesign -> Postscript -> Distiller -> PDF workflow for printing documents.

There is a software called "Ahead PDF Password Remover". It can be downloaded here:
    http://ahead-pdf-password-remover.soft112.com/

There is a free demo. But it is very cheap and it works for me very well.
Sorry for my English "Google Translate"

Another vote for Preview on Mac - it has a useful 'reduce file size' quartz filter built in as well - which pretty much makes the 100 odd 'pdf shrink' apps on the app store fairly redundant.

    Latex

I think some of the best looking PDF documents are those that were formatted with LATEX. For this you would use an editor like Texmaker. Texmaker has a built-in output viewer that can create PDF documents. And they stand apart form others!

    See http://www.xm1math.net/texmaker/
