I sugest Prinect Color toolbox 2011 or 2012.
Work perfectly for me and has incremental corrections step. So you can simply update you profile to be accurate for printing.
From 0 i need 3 reading on an Xrite ISIS to be under 1.5 of delta E for Epson printers...

ProfileMaker is popular, as everyone knows, However, PrintOpen from Heidelberg seems to be the better one. For I was noticed that the standard ISO icc is made with PrintOpen by Fogra organization.

Do you have to use a hardware to create an ICC profile? or just a software/program.

According to my experience ColorLogi appears as the most robust and powerful to create ICC profiles. As you maybe don't know, they are under the wood of several "OEM" products and society who sell their own products.
”It is important that you know where you come from, because if you do not know where you come from,
then you don’t know where you are, and if you don’t know where you are, then you don’t know where you’re going.
And if you don’t know where you’re going, you’re probably going wrong .”
