GMG should be the best color management software. Colorproof results are very reliable and pantone simulation is rather good too.
The software may seem a bit complicated at first but is it great overall.
I'm not 100% sure, but I believe that the way to create an ICC from an MX4 profile is to export an it8 from Profile Editor, then use that to create an ICC profile in profilemaker or the like--

argyllcms ( and is free...)
I use the fiery xf .It's ok,but not good enough.there are bugs there in latest 6.0.
I'd like to second ArgyllCMS - it is command line tool, but there are plenty of GUIs. And the quality of the output profiles is top notch. It was and still is the major CMS software in our shop.

I mean you cann't use argyll to print anything.
And argyll have some bugs. For example, if you use color spacings between the patches - there is a chance that you measurement will be wrong. realy wrong.
